While not the most compelling of reads, I share it because it echoes something that I have believed for a long time.  It’s going to take disasters in Europe for anyone to pay attention to global warming (aka climate change).  Once it starts happening to the capital cities of the Old World, then folks will pay attention.  Of course they are going to need a time machine to go back to 1990 to do anything about it.
